Hasty generalization is just bad statistics. You take a few specific observations about a group of people and then apply it to the whole.
You can really call out this fallacy anytime someone makes a statement about the characteristics of a population as a whole without having statistical data to back it up.
For Example:
Three congressmen had affairs, therefore all congressmen are adulterers.
